中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油宁波大榭石化有限公司（以下称为“招标人”）委托，就大榭石化馏分油五期项目25万吨/年烯烃分离装置19台低压降止回阀进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标。
Entrusted by CNOOC Ningbo Daxie Petrochemical Co., LTD. (hereinafter referred to as the "Tenderer"), China Chemical Construction International Tendering Co., LTD. (hereinafter referred to as the "Tenderer") conducts an international public tender for 19 sets of 250,000 tons/year olefin separation units for the distillate Phase 5 project of Daxie Petrochemical. Bidders are invited to submit sealed bids for the following goods and services.
1. 招标条件
Bidding Conditions：
项目概况：中海石油宁波大榭石化有限公司炼化一体化项目，拟在扩大企业规模的同时，进一步完善辅助设施，实现产品结构调整和优化升级，以提升企业的整体竞争能力。项目实施后，大榭石化原油一次加工能力为1400万吨/年，综合配套能力为1200万吨/年。 该项目总投资约1626109万元，其中建设投资约1484420万元，新购置周边土地资源面积约149.43公顷，本项目新建600万吨/常减压蒸馏、60万吨/年航煤加氢、150万吨/年加氢裂化、220万吨/年蜡油加氢处理、320万吨/年催化裂解（含产品精制和烟气脱硫）、70万吨/年裂解柴油加氢、100万吨/年裂解石脑油加氢、80万吨/年芳烃抽提、150万吨/年连续重整装置、100万吨/年抽提、15万标立/时PSA氢气提纯、15万吨/年硫酸、45万吨/年聚丙烯等13套工艺装置，以及相配套的总图、储运、公用工程及辅助生产设施套完善等。
Project Summary：The Refinery And Chemical Integration project of CNOOC Ningbo Daxie Petrochemical Co., Ltd. plans to further improve auxiliary facilities and realize product structure adjustment and optimization and upgrading while expanding the scale of the company, so as to enhance the overall competitiveness of the company. After the implementation of the project, the primary crude oil processing capacity of Daxie Petrochemical will be 14 million tons/year, and the comprehensive supporting capacity will be 12 million tons/year. The total investment of the project is about 1,626,109 million yuan, among which the construction investment is about 1,844,420 million yuan. The newly purchased surrounding land resources area is about 149.43 hectares. The project newly built 13 sets of process equipment, including 600 Kta Atmospheric And vacuum Distillation, 60 Kta/year Jet Coal Hydrogenation, 150 Kta /year Hydrocracking, 220 Kta/year Wax Oil Hydrogenation, 320 Kta/year Catalytic Cracking (including product refining and flue gas desulfurization), 70 Kta/year Cracked Diesel Oil Hydrogenation, 100 Kta/year Cracked Naphtha Hydrogenation, 80 Ktayear Aromatics Extraction, 150 Kta/year Continuous reforming device, 100 Kta/year Extraction, 15 Kta bid/hour PSA Hydrogen Purification, 15 Kta/year Sulfuric Acid, 45 Kta/year Polypropylene, and supporting general drawing, storage and transportation, public works and auxiliary production facilities, etc.

For goods offered from outside PRC customs territory 32weeks after signing the contract (departure date on Bill of Lading).

3. 对投标人的资格和业绩要求：

（1）资格要求
Requirements for Qualification of Bidder
A. 如果投标人为境内注册公司，投标人具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）;如果投标人为境外注册公司，需提供有效的公司登记注册证明。
A. If the Bidder is domestic registered company,The bidder shall have the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.
B从中华人民共和国关境制造的货物：投标人只能为投标设备的制造商。
For goods manufactured within PRC customs territory: Bidders can only be the manufacturers of the bidding equipment.
从中华人民共和国关境外制造的货物：投标人可为投标设备的制造商或授权代理商。
For goods manufactured outside PRC customs territory:Bidders can be the manufacturers or Authorized Agents of the bidding equipment.
C. 代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书，本次投标的产品须为同一品牌。
C. If the goods is not manufactured by bidder, the bidder shall be duly authorized by the goods' Manufacturer to supply the goods solely in this bidding, and the products in this bidding must be of the same brand.

投标人应提供以下资质证明材料，原件或复印件扫描件：
The bidder shall provide the following qualification certification materials, original or scanned copies:
投标人提供型式试验报告，型式试验报告应能覆盖本次产品。
The bidder shall provide a type test report, which should cover this product.
（3）业绩要求
Requirement for Bidder's reference:
投标人应在2013年1月1日至投标截止日，在中国境内至少具有两台低压降止回阀供货业绩，且满足以下条件：DN≥750mm且最大压差≯1KPa的轴流式低压降止回阀；
The bidder shall, from January 1, 2013 to the bid deadline, at least have a supply record of 2 sets low pressure drop check valves in China, and meet the following conditions: axial flow low pressure drop check valves with DN≥750mm and maximum pressure difference ≯1KPa;
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同影印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：项目名称、合同签署时间、货物名称（低压降止回阀，轴流式）、数据表（包含公称直径、压差等信息）。未提交业绩证明文件，或所提供的业绩证明文件无法验证上述信息的，均视为无效业绩。
The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance supporting documents include but are not limited to: photocopies of priceless sales contracts (including relevant technical attachments) and other supporting materials. The performance certificate submitted by the bidder must at least reflect the following contents: project name, contract signing time, goods name (low pressure drop check valve, axial flow), data sheet (including nominal diameter, pressure difference and other information). Failure to submit performance documentation, or the performance documentation provided cannot verify the above information, shall be regarded as invalid performance.
4. 有兴趣的投标人可通过以下方式获取招标文件：从2023年10月25日开始至2023年11月01日止，请登录中国海油采办业务管理与交易系统(https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。投标人须在线填写购买招标文件登记表，并在线支付标书款，支付成功后，投标人可自行下载招标文件。招标文件每套售价为200元人民币，售后不退。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from October 25, 2023 to November 01,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200, and it is non refundable after sales.
5. 投标文件的递交 Submission of bid
投标截止时间（开标时间）：2023年11月15日10：00（北京时间）。
The deadline for submission of bid (bid opening time):10:00, November 15, 2023 (Beijing time).
投标文件送达地点：北京市东城区东直门外小街6号海油大厦4层会议室。

在此时间后收到的投标文件恕不接受。
Any bid beyond the required time and date shall be subject for rejection.
6. 本次招标公告同时在机电产品招标投标电子交易平台（http://www.chinabidding.com）和中海油采办业务管理与交易系统（https://buy.cnooc.com.cn）上发布。
This Invitation for Bids will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
7. 投标人在投标前应在必联网（https://www.ebnew.com）或机电产品招标投标电子交易平台（https://www.chinabidding.com）完成注册及信息核验。评标结果将在机电产品招标投标电子交易平台（http://www.chinabidding.com）和中海油采办业务管理与交易系统（https://buy.cnooc.com.cn）上发布。
Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
